Introduction

AI inference demand continues to grow across major urban markets, often in the same places where commercial properties already exist. Owners of those buildings still carry debt service, taxes, and upkeep when space is underutilized or not fully leased. For properties that qualify, converting some or all of that space for edge data center use can create a higher-value revenue stream.

But available space or an existing electrical connection alone doesn’t make a property suitable for edge data center use. An initial evaluation looks at the combination of power, physical infrastructure, connectivity, location, and commercial potential, along with an early assessment of the capital a conversion could require and the potential return.

The purpose of the initial screen is not to determine conclusively whether a building can become a data center. It is to determine whether there is enough technical and commercial evidence to justify investing in deeper diligence.

Cerbrec’s initial evaluation is designed to answer five core questions:

Can the property contribute meaningful power capacity?
Can that power be delivered within a commercially useful timeframe?
Can the building physically support the required infrastructure?
Can the site be connected, permitted, and operated effectively?
Do the likely economics justify advancing the opportunity?

The goal is to determine whether the property warrants a closer look and identify the factors that need further evaluation.

What Usually Disqualifies a Property First?

Power is usually the fastest disqualifier. A property does not need to support the intended IT load on its own, since its capacity can be combined with capacity from other properties. However, a property with no power, or too little capacity to contribute meaningfully to the wider network, can be screened out early without extended analysis.

Does an Existing Power Connection Make a Property Viable?

The presence of power is one input among several. The relevant question is how much firm, deliverable power is available and when it can be energized. A property’s existing electrical infrastructure may need to be upgraded before the building can use the full capacity available to the site. Utility-confirmed capacity, upgrade requirements, redundancy, and delivery dates carry more weight in an evaluation than nominal service ratings.

Why Does the Timing of Power Matter?

Capacity that arrives years from now holds a different value from capacity that can be delivered within a commercially useful period. A property with 10 MW available soon enough to support an immediate project start represents a different opportunity from one that may receive 10 MW much later, even when the two look comparable on paper. For that reason, Cerbrec evaluates not simply how much power may exist, but the likely path and timeline to energization.

Power timing can therefore change whether a property is worth pursuing.

What Physical Features Affect Site Suitability?

The building itself carries a set of constraints that an evaluation identifies early:

Access to existing fiber or a practical route to establish a connection quickly
Water availability to support future cooling requirements
Floor loading sufficient to support the weight of IT equipment
Clear height and column spacing that can accommodate the required equipment and layout
Roof capacity to support cooling and heat-rejection equipment
Space for equipment yards and generators
Fire-protection requirements for the proposed use
Access for equipment installation and ongoing maintenance

The initial screen is intended to identify obvious physical limitations and areas requiring engineering confirmation, rather than replace structural, mechanical, or electrical diligence.

How Important Are Location and Fiber Connectivity?

Location is assessed relative to the demand the site could serve. Latency affects whether the site suits the intended workloads, so nearby fiber infrastructure, carrier availability, and the feasibility of establishing a connection form part of the early picture.

The cost and time required to establish connectivity can also change the viability of a property. A building with suitable power and structure may still face significant delays if there is no nearby fiber or practical route to establish a connection.

Can Zoning or the Surrounding Area Affect Suitability?

Yes. The surrounding context shapes what a property is permitted to become. An evaluation reviews:

Current zoning and use classification
Potential conditional-use requirements
Proximity to residential areas
Setback and noise constraints
Generator and emissions restrictions
Water and stormwater considerations

These factors may not automatically disqualify a property, but they can materially affect development cost, timing, and operating flexibility.

How Certain Is an Initial Site Evaluation?

An initial evaluation identifies the strengths, constraints, and unanswered questions attached to a property. Some findings stay preliminary until utilities, engineers, authorities, and other relevant parties confirm them. The initial evaluation should therefore be viewed as a decision tool rather than final engineering, utility, entitlement, or investment diligence. A positive initial evaluation indicates that the property merits deeper investigation.

What Does Cerbrec Provide From an Initial Evaluation?

An initial evaluation from Cerbrec covers:

A preliminary view of site suitability and infrastructure readiness
Identification of unresolved questions that may require further diligence
An indicative view of conversion capital requirements
A preliminary view of the potential economics and return profile
A preliminary go-or-no-go recommendation on whether deeper diligence is justified

What Happens After a Property Appears Viable?

If the initial evaluation indicates that a property is worth taking forward, Cerbrec introduces the opportunity to qualified, creditworthy tenants within its network to validate demand, understand initial tenant requirements, and pursue a preliminary Letter of Intent.

Once tenant interest is established, Cerbrec moves into formal due diligence, including an on-site technical survey and a more detailed review of the property to validate the opportunity and identify any key considerations that may affect its viability.

What Does the Investment Look Like?

The cost of converting a property will depend on the site, its existing condition, and what is required to make it suitable for edge data center use. Rather than applying a standard conversion cost, the evaluation considers the investment in the context of what the property could support and the revenue it could generate.

For properties that move forward, Cerbrec typically looks for a payback period of around 18–24 months. This gives owners and developers an early commercial measure alongside the technical assessment when deciding whether a conversion is worth pursuing.
